Dispatching students to foreign countries has begun in IRAN years go old times. For the first time during AMIR KABIR the prime minister of NASEREDDIN-SHAH Some students were sent a aced to study the required scientific and specialist4 courses. Thereafter due to lack of necessary educational conditions in IRAN ,some Measures were talc an so that the interested students may continue their higher studied abroad The universal foundation is one of the most ancient and prior institutions which was Founded in 1969 by MANSOUR JAMALI began its activity in the foregoing field privately , and with due regard to the fact the information of the interested by creating motive interest and long step toward the privation of education and culture regard less to the financial circumstances sending many student he aforesaid institution start researching in the AMIRICAN friend of the middle EAST,IRAN and British society, IRAN and AMIRICA society ministry of science and higher education ,TEHRAN in 1969 .
Correspondence with the universities which met the requirement of ministry of science and higher Education of IRAN began for eligible student in 1970 , and the first student was dispatched to Mississippi universal U.S.A thank to the library of the universal foundation which has been a good and reliable place for the interested students to research in.
The method of correspondence with foreign university was in such a high level that attracted the attention of some universities and their authorities including Dr. Hamilton , Dniester of graduate studies , university of Bridgeport , Bridgeport ,U.S.A He through coordination with IRAN IAN E-bossy . WASHIGTON D.C. came to IRAN and visited the universal foundation
in 1976/. Some similar visits were also made by representative of different universities and some contract was concluded for dispatching student to study toward the level of masters degree and
ph .D. without requiring Toil high activity of the universal foundation was between the years of 1973 -1978 .during the staid period more than 15000 student were dispatched to foreign countries to confine their higher studies after the ISLAMIC percolation in IRAN in1978 similar institution were closed but since the universal foundation and its activates was towards the promotions of culture and education and to send legitimate student abroad and no vacation was found in its past activities , therefore continuation of its work was confirmed with any problem.
Daily increasing sing of interested student to study abroad specially in high level caused the establishment of some illegitimate institutions aiming financial circumstances only. No license was usually required for obtaining admission letters unit the year of 2003 .but the universal foundation applied to obtain an authorization from ministry of culture and higher education of IRAN in1976 but the application wads left dormant.
Then in 2003 upon ratification made by the cabinet ministers an authorization was issued for the universal foundation.
The reasons for the universal foundation as quoted in 1977 are as fellows
